Never seen Mayor Whiskers or any other animal in Waterside Warble before seeing for the first time two dogs come into the bar.
I would think that Mayor Whiskers would do campaigning in Brindleton Bay and not San Myshuno since the office of Mayor is a city office. In this game almost anything is possible though. lol
