As you can tell, so far I have sadly been unable to get a cowplant in my game.
I think there is one in debug mode. Otherwise I think people find the cow plant seed in debug mode, plant it, and then they shift click on it and cheat it to full size.
You can also get the seed by fishing. The dock at Magnolia Promenade is a 100% result. (or at least it has been for me)
