What about an expansion that adds a new pre-created world or venues that you visit and socialize? That way only people that have the EP would be able to go there, and it wouldn't matter what packs you had. Now, how they handle CC would be a question... maybe you have to choose a traveling outfit/look before heading to the social world?
It would most likely be monthly subscription with new packs updating for everyone similar to GTA5
