EA Says 2021 will be another big year for The Sims 4

At this point for Sims 4 even after new pack has been released Ill always wondering when the new pack announcement is gonna be.

I think that's just a matter of what entertains the player. For me, I found Sims 3 base game to be completely lacking in anything interesting to do and liked Sims 4 base game much better because it had playable venues like bars and lounges.

It might have to do with what the player tries to do when they first go into the game and if they can succeed or not. The initial experience leaves a lasting impression, especially if you started The Sims with a different game because that sets the bar for expectations. I found Sims 2 base game completely fascinating but it was also my very first exposure to The Sims so I had no expectations at all and went in completely open minded. I often wonder if my perception would be different if I had been exposed to Sims 4 or 3 first.
