I believe the background took lots of time. However I also believe that the detailed background is a replacement for actual world size. Less detail on the world - like cars that don't do anything and a landscape you can't move - =more time and game-space for lots.
But I ALSO believe the detailed background and landscaping was cheaper than actual lots.
The devs seriously need to be given a little time to go back to old worlds and update them. It's not a 5-min job but to pretend EA doesn't have the money to do this for long-time customers and to encourage the purchase of packs... well, they DO, okay? There's actually a chunk of space in San Myshuno that was going to be buildable. The devs ran out of time - not because they don't work hard, but because they weren't given the time and budget. Sometimes they create items on their own time, unpaid.
