I've bought from them reliably before and while they fall into a grey area, they are legit for all legal intents and purposes. They're not individual resellers but a company buying in bulk. They get keys by buying physical boxes at wholesale prices and then resell below the recommended retail price.
From what I gathered, with new releases there might be a delay in receiving your key due to demand/supply. And you do need to give them your phone number to verify yourself (they send you the key after verification), so if you find that iffy, I'd say just wait for a sale elsewhere if you don't feel like paying full price.
