When my niece was 2 1/2 she was already trying to climb the ladder after daddy, of course her parents weren't too thrilled :D
But I'm guessing dogs and toddlers won't be able to use ladders (cats possibly), as they weren't able to in TS3. The good news is you can create an adult get-away loft your sims can escape to when they need a breather.
