I'm guessing they won't be able to, considering they can barely climb stairs. Personally I don't mind because it's fairly realistic - as a parent, I actually moved house partly out of concern about stairs, never mind ladders, when my kid started walking. And well, kudos to anyone who carries a toddler up a ladder but that's also not really something I would want to do.
So yeah, in building that will be a concern. As it is, I already try to be mindful of where I put toddler rooms when I'm building because of how slow they are on staircases.
