Pollution - or, more accurately, Green vs. Industrial footprints - isn't based on voting though. Or at least not just voting. It's also influenced by construction materials, usage of green energy vs. industrial energy and so on.
So, in theory, you could redesign the Magic HQ to use more green materials or more industrial materials and have it affected that way (requires using the bb.enablefreebuild cheat)
I mean, in the examples I've seen, While most of Oasis Springs and Willow Creek are neutral, the parks are both green (which makes sense) and the only lots in their respective "neighborhoods" So this may be a way to get the green vs. industrial effects in hidden lots.
This may require actual investigation once the pack is available.
