I think they are all intrusive in some way. I had the power and water conservation NAP in Evergreen Harbour and was playing in the apartment with the non-functional balcony. All I can say is that my sims ended up showering at the community garden place and eating at the restaurant. I like when the sims find that random tablets dropped in the parks that nobody picks up. You can discover different fish if there are notes on them in the tablet. The random blobs of clay dropped or forgotten on your lots are annoying as you cannot delete them. Listening to bad violin playing is not fun and trying to run a shop full of customers doing push-ups instead of shopping is discouraging. The gardening NAPs will make other sims come and harvest your plants. So you really need to be careful what NAPs you enable, if you enable them, in your neighbourhoods. It might work if you enable one NAP per neighbourhood like the sports one in a neighbourhood where you have a gym, or the gardening one in a neighbourhood where you have a community garden.
