In build mode on your community space lot look in the menus at top left, one of them will have the toggle for switching between the four types. The requirements for each type are different so when you have them selected properly you'll see that happen.
I'm trying to learn how to make all the different parts one lot. I haven't found any instructions so I'm guessing how to do it as I go.
