Eco Living Green Footprint?

So I've changed the community lot to a garden centre, and the neighbourhood lots are all "green". One is even just a straight forest. I went in and changed the apartments to all have green flooring and walls. My own sim's house is "off the lot" and she generates most of her own water and power, and the NAPs are all green focused, including Clean Energy and Green Initiatives.

My eco footprint is still neutral despite all this. It is a bug? Or am I missing something? I managed to make my town industrial doing the opposite of all this, and that worked. What am I missing here?
