Okay, once they are already in place you do have to specifically repeal them. There are cheats to do it, and I do not know if Sims can still get saved with NAP traits active, but if you cheat repeal the NAP trait affecting them while they visit your lot you can remove it.
My options are set so the first NAP is never set on its own.
