From what I understood about this is that passive sims in your world do not gain any fame (correct me if I'm wrong) Instead, if the game calls for a new famous sims to be introduced (due people passing away) new sims will be generated and put into the world with a celebrity status.
Edit: this doesn't mean that all new random townies will be famous.
