Every npc I try to romance
Has the no romance option turned on. first I thought it was just me being unlucky, but I've tried different saves and many many sims by now. Is this just random and I'm being super unlucky? Has anyone else noticed this?

No it's the npc's that are showing as not wanting to romance anyone. I've done the cas.fulledit cheat to fix it in some cases, but just weird how it happens so often- Do they have the "exploring" option ticked, or no?

They have the option set to no. But I was able to change it with cheats
