Expansion pack expansion?
I was wondering why the Devs won't update the expansion packs, is it even possible to do? Or once an expansion pack is released it will stay like it forever?

It hasn't ever really happened in the history of the sims. Small things will be added on to make crossplay between packs feel more alive. Like Sims 3 Seasons and Sims 3 Supernatural added a weather totem that supernaturals could use to change the weather.
There are other examples in sims 2, 3 and 4 but for the most part that just doesn't happen the way you're thinking.
Think about it form this point. If it's a big update, only people who have that expansion could benefit. That defeats the purpose of a free update. You'd have to charge for it, which would annoy a lot of customers.
