i will say that cats are very straightforward in the apartments, yes. i've only got one san myshuno sim with a pet and it's a cat, so no experience with dogs there. the cat is in the spire apartment (the three story one that kind of feels like it should count as a penthouse) and i have a feeling that one might be perfectly fine for dogs, since it's got a balcony they should consider 'outside' for doing their business (...your sims being happy with that might be another story, of course)
...i will also mention that if you do put pets in apartments with balconies, be wary of putting woohoo bushes on said balconies or you'll have pets with constant squirrel scratch fever (same as having pets and woohoo bushes together on any residential lot, really)
those bushes haunt my dreams since I play so many families that reside in Windenburg. their cats go CRAZY for em. needless to say our vet bills leave something to be desired. . . and yeah unfortunately this apartment doesn't have a balcony or allow me to make one. I wish we'd gotten a patch of fake grass that dogs would potty on when stuck indoors. alas! I'll eventually have to test out the balconies for potty time. it would definitely save me some time with all these walks.
