I would also love hotels! It seems to me to have been a scrapped idea for Island Living. The biggest clue to this being the resort style Bb catalogue, plus it’s an obvious destination world.
As for Hotels never actually being added as a feature, I’m guessing it has something to do with performance and sim limits. There’s like a 15 sim limit to any lot, at any given time, which would nerf any kind of hotel gameplay imo. High schools as an example, or any large lot or neighbourhood really, feels baron at the best of times.
