The cheat does not allow you to build up to 99. The cheat allows you to build more than 6 units on a lot. The maximum number of units per save is 99 irrespective of whether you use a cheat or not. If you care to use all those 99 units on one lot, so be it, but you are hitting the save maximum of 99.
And for info the image with the keys has less than 99, count them yourself!
I'm not sure what you are arguing. It allows up to 99 units per lot. I didnt count the squares, but whether he put 89 or 99 on that image for an example, the maximum with cheat is 99, whether or not that fits on a sims lot or not.
