I've seen this laptop action autonomously queued up on my Sims often when they're visiting libraries, but they've never actually used the laptop. They walk towards the desk and then stand next to it and the action gets cancelled on their queue. It's interesting to hear that they can sometimes actually use the free laptop. It's weird, though.
