Simmers have been having issues with food not transferring if it is room. Perhaps try testing saving the room with one meal before your sim cooks the 27 meals

It is very kind of you to have your sim cook the 27 recipes and place them in a lot! :) They will be very helpful to have, so sims can eat the meals and then know the recipes. :)
