I'd keep 2 waiters if you meant 8 tables, even though 1 fully trained one could handle it, especially if you handle the dishes. If you really mean 8 seats...definitely get rid of one waiter.
I'd try to find a way to add more tables. Most visitors arrive in pairs, so try to squeeze in a few more 2-chair tables.

You need to add more than two chairs to the tables, sims come in couples and as a family. So, if they come as a group of three or four you can seat them at the same table. You could also check your menu, see maybe you have too many cheap offers, so customers order them probably more often. Also, I am not seeing the waiter station, they help because they act like washing machines, waiters just deposit the dirty dishes there and they disappear.
The wait station is also behind the double doors and the wait staff are regularly seen promptly clearing tables as every customer leaves.
I trimmed down the original number of seats because there were more people than seats and they often congregated around the host stand waiting for a table to become free. Now with this amount of tables it's easier for my sim to manage and still get out on time at 5pm.
