I've just encountered this issue as well. I think part of the problem for me was using old clues on a new case. About to quit the career and start over, but my list of "clues" is spectacularly bazaar, so I thought I'd share the frustrations.
My APB is looking for a blonde teen female who is clumsy. And she's wearing a skirt and blouse. Easy enough. By the way, she's also self-assured. And wearing a jacket, nope, a tanktop. She's also a materialistic loner who has red hair? Oh, and she's insane. And wearing shorts. No. Slacks.
Yeah... I'd screenshot it, but can't post that madness yet.
