Graphics Becoming Wonky
I've beginning to notice how the game is more smooth edged and jagged. Like it's not good. You know like an early 2000s graphics of games? Has anyone else been getting this? I'm not sure if it's a bug...

Yeah, make sure that your graphics card is working properly, update the driver or try running another game to make sure it works. Based on your description it sounds like your anti-aliasing is not working properly, try changing the graphics settings.
You could try restoring the textures back to 2048, but I don't think it's gonna solve anything, Maxis reduced the textures to 1024 in a recent patch. https://www.patreon.com/posts/blurry-textures-47015425
