I mean Spooky stuff came out in 2015? They have a lot of decorations for you to make a proper spooky day for trick or treating and interactions. Just no halloween related recipes in this pack.
Also there is a mod that have some nice Halloween recipes you can bake if you didn't get spooky day stuff.
