This is a random event where my Sim was invited by an NPC.

The sim invites my sim as well.

Mine seems to be doing the same, I guess there is no way apart from if there is a child there so you can act as a space monster (I guess going there at 4:30 doesn't seem to work! Haha). You could spawn collectibles to to the lot however it is risky. Relaxing doesn't seem to work when they sit down and chat. It's a very odd problem.

Next to the basketball court there is a ship (court is to the left of the entrance)
A child can play as pirate or slide the plank.
Once a child is on the gym/ship an adult can Play as Sea Monster.
As soon as I did that it immediately completed the event.

Unfortunately there were no children at the park and none in the household I was playing when this event happened.
In the past I did try collecting posters and snow globes and fishing. I have not had this happen in more recent save games and will most likely not accept the invite in the future.
