There's an umbrella rack in the build mode. It's located in Misc. decorations (three dots) and has the word Umbri in the name. Using this object sims can take a umbrella and choose its color. Do remember that NPCs (even played sims) automatically get umbrellas during the rain (which are usually black) while your sims won't have umbrellas. To have your sim get an umbrella, you need that umbrella rack and then you can choose from 9 colors (besides black).
There are 3 see-through umbrellas in the game (mentioned by SimGuru).
Tip: Try putting the
Seasons expansion pack tag in the build mode. There are 4 recolors of that object: Black and gray make it cost 100 simoleons while gold and brown will make it cost 200 simoleons (I really don't know why).
