Could you try with a different set of stairs? I understand you want a certain design, but in my experience the various stairs might give different possibilities. I have built stairs without floor tiles under them. I have had sets of stairs running several floors on the same tiles, but it was ot possible with any version of the stairs. Sorry, I can't recall what version allows for what, but perhaps trying stairs from different packs - starting with those last added to the game...
