Help? "Incompatible with Terrain Constraint TerrainTile"

When using the terrain tools, and when the lot is completely flat, I get this error sometimes when trying to place stairs outside. The first time the lot was flat and I was placing stairs on floor til...

This is happening to me every time I try to place stairs inside a garage or sunk living room. It is driving me nuts. I posted to EA answers here. https://answers.ea.com/t5/Bug-Reports/OPEN-Stairs-go-way-into-ground-when-placing-stairs-near/m-p/7213982 Although now the problem is moreso the terrain constraint and less the stairs going into the ground. I hope this problem is fixed soon.
