As for the moodlet issue, I've had a sim be sad without any active moodlets. Turns out some moodlet got stuck. I used MCCC cheats > cheat sim info > moodlets/buffs > remove buffs. You then get a pop up, click OK and you get a list for all moodlets. Scroll to find the offending moodlet and remove it. But, make sure you don't delete any of the hidden moodlets (mccc will warn about that too), those are the ones with the flying llama icon.
As for the crime map, if you aren't using the default police station - use bb.enablefreebuild, go to build mode and use the recolour tool see if the crime map is set to the default swatch (which is most likely the first swatch). I thought this issue was fixed, but maybe not.
