I'm like you. I have 80 sims in my one save and they make up 30 residential households. This includes the one household I play with 6 sims. In Windenberg I have 4 residential lots and 6 community lots which include The Bluffs, the Von Haunt Estate, and the Ancient Ruins. I can understand the demand for more lots but I prefer a smaller close-knit game play experience where my sim family knows and is friends with most of the other sims in my game. I also don't experience many of the reported bugs.
