Using a 28-day cycle per season, I've implemented the following beginning with the start of the year according to the calendar at Spring 1st --
2nd of Spring, Founder's Day -- The SimNation version of a national founding day. It is meant to coincide approximately with the release of The Sims in North America on February 4th, 2000. It appears earlier than intended due to holiday spacing issues. Functions as both a nation founding day and a New Year's celebration. Seemed appropriate. Traditions: Appreciate an Object, Tell Stories, Thankful Spirit, Give Gifts, Fireworks.
6th of Spring, Lupercalia -- It's St. Valentines Day, but the Roman name is more interesting than 'Love Day'. Traditions: Romantic Spirit, Go on a Date, Give Flowers.
15th of Spring, Rite of Spring -- It's Easter, but Christianity doesn't exist in this universe so I went with Stravinsky. Traditions: Egg Hunt, Flower Bunny, Gardening.
4th of Summer, Summer's Height -- A combination of summer solstice and 4th of July traditions marking the unofficial start of the summer season. Traditions: Bar-B-Que, Art and Music Spirit, Party Spirit, Water Fun, Fireworks.
23rd of Summer, Summer's End -- The SimNation version of the US's Labor Day, marking the unofficial end of summer. Traditions: Bar-B-Que, Art and Music Spirit, Party Spirit, Water Fun, Fireworks.
7th of Autumn, Brewfest -- It's Oktoberfest. Traditions: Bar-B-Que, Drinking, Arts and Music Spirit.
13th of Autumn, Samhain -- The Celtic name is cooler than Spooky Day. Where else would you put Halloween other than on Friday the 13th? Traditions: Wear Costumes, Spooky Spirit, Trick-or-Treat.
26th of Autumn, Harvest Day -- Corresponds with the US's Thanksgiving. No Plymouth Colony or American Civil War, and changed the name to not sound so much like Brewfest. Also, gnome appeasement. Traditions: Decorate, Grand Meal, Thankful Spirit, Holiday Gnomes.
8th of Winter, Vampirnacht -- It's the winter solstice, but for the undead to reflect on their 'turning'. There's even a special lot I built for them to light a bonfire and reflect on the 'gift' of vampirism. Traditions: Appreciate an Object, Fire, Spooky Spirit, Tell Stories, Give Gifts.
18th of Winter, Yule -- It's, well, Yule. Renamed because I felt there are too many days ending in -fest. Now there is only one. Traditions: Decorate, Festive Spirit, Father Winter, Grand Meal, Open Presents.
28th of Winter, New Year's Eve -- The final day of the Sims universe calendar. Traditions: Decorate, Party Spirit, Countdown to Midnight, Make Resolutions.
The above makes for a good spacing of holidays, providing for both ample celebrations and enough non-holidays in between to make for enough down time to make those holidays feel significant.
