They mentioned these 5 locations in the blog release, I assume they are lots.
From what I read elsewhere, the resistance bunker is in a separate area from the main city, so I guess it could be in a second neighbourhood. And the WP article mentions that there will be accommodation available, so I assume there will be some house lots too. They also don't mention in writing but they showed in the trailer that there is a First Order HQ, which I assume is a separate lot. And then there are the Smugglers who seem to operate from the Cantina, don't know if they have their own separate HQ. Also, there seem to be several landing ports, the big one for the Falcon and two smaller ones for the x-wing and tie shuttle.
Hope they also have some free lots for extra building.
