Horse Ranch: Can I plant something in the public ground planters?

In New Appaloosa, not far from the Equestrian Center there is a small community area with 2 square planters. Nothing grows in them, there is not even the tiny soil plot. I tried to drag crop from my s...

I don't think you can plant anything if it's off lot. But maybe if you leave the seed there it will sprout on its own?
