How are child-only households getting houses?!!!

Why are households spawned child-only and how are they getting houses?!!! Basically a couple of times when I been in Manage Worlds I notice that there's no adult child (NOT TEEN!) households and ther...

Although, what happens if you try to actually play as a household with only children?
Do Sim Social Services automatically come and pick her up?

you can control her..like you can in a normal household. the social services don't care apparently there's orphan children
