How Can My Sim Acquire Data Spike from Scoundrel Contact to Fulfill Mission Task Order?

There's a different scoundrel contact you need to talk to other than Hondo to get the spike. Hondo mostly just gives you the jobs.

It's been a while since I played through it, but you can find them easily because they'll have a helpful "Scoundrel contact" identifier in their name box. (I was really hoping that you'd have to talk to a few sims to find out who it was.)
