How do I replace randomized townies with ones that I create?

Recently I made a new save file that I play RELIGIOUSLY, but one thing bothers me and thats the hideous randomized townies. Their clothing is terrible, especially the hot and cold weather outfits, and...

I've tried that, but the game keeps making more and more of these ugly things. So now I just delete them every day.
