How do I replace randomized townies with ones that I create?

I can't remember the name but I found a mod to dramatically cut townie spawning. I still had loads in my game, many of them renamed and with at least one altered outfit, but since then I have had only one or two new people generated during a session. Over time the number will drop due to aging anyway.
