I don't agree. Is that how you solve problems as an adult; you assault people when you disagree with their actions? Why should physical punishment be the way you teach anyone, including children, that they have done something wrong? Physically attacking a child is just you losing your temper and succumbing to visceral behavior. The child doesn't learn to understand why what they have done is wrong, they learn to fear physical repercussions and therefore their mentality becomes, "Don't get caught," instead of, "This is wrong, because ."
Neglect constitutes lack of care while abuse constitutes active harm. So some people would call spanking abuse, not neglect. Furthermore, discipline is not synonymous with physical punishment.

Agree! Where I live, you would go to prison for spanking your child. Imo spanking is abuse. Ofc you teach your child borders, but physical punishment is not the way to do it. Children should be raised with love and care, and be taught empathy, compassion and respect for others - and not by violence.
I know this is an old discussion, but I'm raising a child myself; using the "circle of security" method, and totally unable to stay out of a discussion like this.
