I don't agree. Is that how you solve problems as an adult; you assault people when you disagree with their actions? Why should physical punishment be the way you teach anyone, including children, that they have done something wrong? Physically attacking a child is just you losing your temper and succumbing to visceral behavior. The child doesn't learn to understand why what they have done is wrong, they learn to fear physical repercussions and therefore their mentality becomes, "Don't get caught," instead of, "This is wrong, because ."
Neglect constitutes lack of care while abuse constitutes active harm. So some people would call spanking abuse, not neglect. Furthermore, discipline is not synonymous with physical punishment.
