It'd be very difficult. It can't be done the same way CC creators do it because accessory clothing comes with a lot of issues (it'll clip through certain clothes and stuff like that.) No company would really want to even potentially allow combinations of outfits where clipping would occur because it would be a bad reflection on them and it would open them up for criticism.
So in order to do it in a way where combinations are restricted and no clipping can occur, they would probably have to revamp the entire clothing system that the game has, and make the categories more modular. It's an interesting idea for the next game but I think it's too late for this one.
