For everyone who thinks the stars aren't progressing: fame takes time. Some interactions add more fame than others and fame can also decrease if you do nothing fame-worthy.
If your sim is an actor, take a chance and try some risky scenes. If they're successful, you can get a big jump. My sim had zero fame, did three risky scenes (that required charisma & hers was maxed,) and gained a whole star.
