Well the thing is, technically they can have a road map (and I am pretty sure they have one internally) since they plan stuff way in advance.
Problem is (according to them) that they are a public traded company or whatever with investors which prevents that. At least that's something @SimGuruGrant said not too long ago.
SWTOR - which is by Bioware, also owned by EA - does roadmaps where they tell you what stuff is coming and roughly when, months ahead of those things happening. That's not how Maxis wants to roll, and that's ... fine, I guess, but it still makes me feel like I'm in a void.
Basically, I'm not saying they need to give release dates and every detail of what's coming, but they could give a little more information further ahead of time that's more specific than 'we're gonna do stuff!'
Maybe it actually comes down to which management style works best? An office that lays out all their plans and gets to work, and a leader who says we are going to do this, this and this. Or one that says o.k. guys what do you all feel like doing? One that sticks to the plans or one that throws it all out and says nah, let's work on something else for awhile? Note, this is all rumors. :D
