The 2 empty lots are very small, only 20x30. A bad decision since they are both in the 'rich' part of town. The library is necessary for story play as it has the archives to look through and is the hang-out for scientists. You need to get chummy with one in order to get a filter for the hazmat suit. Overall this is one of the more pathetic towns EA has foisted on us.
