I don't really assign particular real-life numbers to age groups, but assign an age to individual sims only if they need one for story purposes (according to whatever age I think seems reasonable at the time). I think it would drive me nuts if I had to constantly try and translate the game's "unrealism" into real life time.
Time is actually very fluid in my game too. I don't even age up twins/triplets at the same time necessarily, but when it feels right for each sibling.
