Honestly for me it really depends on the sim in question. I mostly level them based on their interests and class/job requirements, so I tend to send the sim with the highest level in the task to do it regardless what gender the sim is. Once the sim is maxed in that skill, I'll start leveling other useful skills on that sim. So if that means that the male sim is the family cook and the female sim is the repair person, then that's just how it worked out for that particular family.
