I feel like there has to be fear emotion and animations associated or a coward trait wouldn't work ... the sims would just look tense all the time and that looks ticked off or frustrated to me ... not scared. If they don't plan on adding fear they might as well put their energies elsewhere.
I did think after I posted they could use some of the humiliated animations .. but even then, there would need to be more.
