How's a Sim in the dorms supposed to access Household Inventory?

I have a sim at University right now who has received something in the mail twice so far that didn't show up in the sim's personal inventory when I got the mail. I have to assume both times they were...

The freebuild mode locks out the Household inventory button, making it inaccessible, unfortunately. It does that even if you use it on a regular residential lot.
