I actually like the resume button and appreciate it. The reason people have said the load button works to go into neighborhood view is because that is what we were told. If it doesn't, they messed up because we were supposed to have the option between load and resume to do that. I haven't tested it in a while, but I thought it had been working as intended.
I also still do want a game start change, so I hope they will make a few more changes. Stop making me enter CAS at the start of a new game, which is two pronged annoying because I didn't need CAS and now have to delete an ugly rando the game saved to my library to pass through. Some people surely find both of these useful (CAS immediately and required save), however I always want to mess with the world first and probably already have a family ready in the library.
Edit: Also, the updated resume button was added April 26th 2022. You can look up the patch notes. That was several patches ago, so maybe the latest broke it.
