I believe we have just stumbled upon the source of your woes. Mods that we choose to use must and I mean MUST correspond to the iteration we wish to use it in. The game platform engines aren't all the same. Remove the mod from your Sims4 Mods folder. Place it in the Sims2 where it belongs. I suspect your Sims 4 game will no longer be unplayable. However, delete via your documents path, the localthumbcache.package inside your Sims 4 game folder.
The only thing in my Sims 4 Mods folder is a Resource.cfg file. The Sims 2 College Adjuster is actually in my Sims 2 Downloads folder where it should be.
I tried to delete the localthumbcache.package and got "An unexpected error is keeping you from deleting the file. If you continue to receive this error, you can use the error file code to search for help with this problem. Error: 0x8007016A"
